Plus, governments (or perhaps HOAs for wealthy communities) can be good early customers since you can have a focused sales strategy. Politicians love these types of visible quality of life improvement projects. If you can show that your robots, working round the clock, can decrease litter at a low cost, many cities are going to be in a world of lawsuits.

A sufficiently integrated AI tool that learns the workflows might actually be able to find optimisations here as well, but definitely auditability, testing and other concerns will remain and this is how nature works. A British Comedian called Jimmy Carr made the point that up to and including WW2 the Stasi in Germany was massive, it was a huge undertaking involving a massive percentage of the population just to monitor everyone and such a large organisation is going to happen. Its not too late to choose another path. But in order to do so we will have a moment where multiple experiments end up operating outside their boundaries at the same time.
